Testimony of Reverend Nicholas Dimarzio Regarding the Immigration Reform and Control Act of 1986, April 10, 1987

Dimarzio, representing the U.S. Catholic Conference, delivered this testimony before the U.S. Senate Judiciary Subcommittee on Immigration and Refugee Policy, regarding the implementation of the Immigration Reform and Control Act of 1986. His testimony is representative of the many Catholic charities that were involved in helping immigrants. Dimarzio expressed concerns that the Immigration and Naturalization Service (INS) was not implementing the legalization provisions in the inclusive spirit intended by Congress, particularly regarding family unity, documentation burdens, and financial barriers for applicants.
